Fired police officer fights for his job
Board will make recommendation to Kramer, who makes final decision

KINGMAN - Fired Kingman Police Captain Ray Sipe appeared before a personnel board Tuesday to make an appeal for his job.

Sipe, a 24-year veteran of the department, was fired March 17. He filed an appeal with the city March 31.

Sipe is representing himself in the appeal and requested that Tuesday's hearing be closed to the public.

City officials were unavailable for comment as to whether the hearing had wrapped by the end of Tuesday or if it would continue today.

Sipe's firing came within weeks of two other firings within the department, including that of an officer and department secretary who admitted to having a relationship that violated department policy.

It is not clear what, if any, relation there is between Sipe's dismissal and that of his co-workers. Kingman City Attorney Carl Cooper said documents related to Sipe's firing cannot be released until after his appeals process is exhausted. Kingman Police Chief Robert DeVries has also declined comment on the matter, citing Sipe's appeal.

Neither of the other two dismissed KPD employees appealed their terminations.

Sipe made his case in front of a personnel board, which was comprised of seven members of the public appointed by the mayor and the City Council. None of the board's members are city employees.

Following the hearing, the board has 10 days to make a recommendation to City Manager Jack Kramer. Kramer has the final decision and can either accept or reject the board's recommendation.

Kramer is not limited in the timeframe in which to make the final determination, although it is normally around 10 days, said Jackie Walker, human resource/risk management director for the city.

Hold Up : I am sure that the Board will make the right decision. They are very competent people. Plus lots of things in the decision we are not aware of, so no one should jump to any conclusions. If he deserves his job back, he should get it back. Sometimes things just need to be heard from the person it happened to.

So why are they bothering with a hearing at all if Sipe's friend (Jack Kramer) has the ultimate say? I'm sure he'll just give him his job back.
