Ruling ends three-year saga for Golden Valley animal sanctuary

Rescue Unwanted Furry Friends Foundation's three-year drama ended Monday morning when a Mohave County Judge ruled the animal sanctuary does not have to put sand in its kennels.
Superior Court Judge Lee Jantzen approved a request from RUFFF's owner, Hillarie Allison, for an exception the county's requirement that sand be placed in all of RUFFF's kennels. He also ruled that the zoning permit for RUFFF was still in effect.
The county filed an injunction in 2010 to close RUFFF for not having a valid zoning or health permit. Since then, she and the county have worked together to bring the animal sanctuary into compliance with county regulations. The last remaining regulation was the requirement to put sand in all of the dog kennels.
The county argued that sand was necessary to make sure the kennels could be adequately cleaned. Allison argued sand would be detrimental to the dog's health.
According to witnesses in the courtroom, County Attorney Dolores Milkie objected to the judge's order to grant the permits, saying the Board of Supervisors was the only entity that could grant the permits. She also allegedly yelled at RUFFF supporters.
Milkie was on vacation and unavailable for comment Tuesday afternoon.
"Since this, the flooring, was the last outstanding issue, RUFFF will be issued its health permit. We are very pleased that this has finally come to a resolution," Mohave County Environmental Health Director Rachel Patterson said.
