Annex lease eyed for termination

Mohave County staff is recommending the Board of Supervisors terminate its lease with ORB Investments for the County Library Annex on Gordon Avenue and search for a new, permanent location for the annex.

Hildy Angius first questioned the propriety of the lease last year. She asked why the county was leasing office space for the annex when it had open office space available. She also pointed out that the spouses of two county employees owned the building.

In February and March of 2012, the county procurement office audited the county's office space and commercial office space for rent in Kingman and determined that the Gordon Avenue annex was the best location for the library's needs.

Angius was elected to the Board of Supervisors in November.

In January, she said she wasn't satisfied with the county's findings last year and wanted to investigate the matter further. She asked staff to contact ORB Investments and request a month-to-month extension of the lease while the county was investigating options.

Staff contacted ORB Investments, which said it was willing to extend the lease for one month, after that the county would have to renew the lease or move out.

The Board will consider the ending or renewing the lease at its meeting on Monday.

It will also consider approving emergency repairs to the Mohave County Library's Kingman branch.

The Kingman branch flooded last month after cold weather caused a sprinkler main to break. The repairs are expected cost more than $94,000 and include: removing and replacing all of the carpeting in the building, repairing the electrical system, replacing damaged drywall, new wall insulation, new paint throughout the building, ceiling tiles, repairs to the building's cooling towers, repairs to the sprinkler system and disposal of all of the construction waste.

The Board will also consider:

• Selling the Arnold Plaza building on Oak Street. If the building can't be sold, then the county will either repair it or demolish it.

• Approving an application for a $300,000 grant from Arizona's Off-Highway Vehicle Sticker Fund for improvements to Hualapai Mountain Park.

• Approving an application to the Federal Lands Access Program for money to repair Pierce Ferry Road.

• Request staff to prepare a letter to the U.S. Fish and Wildlife Service with Mohave County's comments on reintroducing Mexican Gray Wolves into the county.

• Approve setting a $1 per transaction fee for pawn shops in Mohave County to help the Mohave County Sheriff's Office track stolen merchandise that may be sold to pawn shops.

• Approve a $196.20 per month lease with Lake Havasu City for office space for the District 5 Supervisor.

Hildy first questioned this lease in November 2011 not in 2012. In January 2012, Wacko Walker went on a whiny tirade insulting both Hildy and Watson. It's funny that both Angius and Watson are on the Board and Walker is gone from the scene! That is sum funny stuff

Come on Hildy, we're counting on you to sort out the annexation issue. I have questions I hope you or one of the reporters answer for the tax payers.

Exactly what are we leasing? Is it the land and the metal building? Is it just the metal building? Help us understand what we are paying for.

If we are leasing the metal building, how much have we paid to lease the building over the years? Would it have been cheaper to have the county maintenance crew screw together the metal building, sub-contract out the building, or hire one of the many companies selling metal buildings?

"Approve a $196.20 per month lease with Lake Havasu City for office space for the District 5 Supervisor." NO, with computerization everything can be handled from one office. We, the tax payers don't need to help this supervisor pay back his supporters.

Knowing there will be opposition on this item, I hope the board members have the amount of money the county has spent thus far trying to find the guns stolen from A&P Pawn.
