Refund to be used to hire jail staff

KINGMAN - The Board of Supervisors approved the use of a nearly $1.1 million refund from the Arizona Health Care Cost Containment System, the state's Medicaid system, to hire additional staff for the new county jail Monday.

The county knew that it would have to increase staff once the new jail was finished, County Manager Ron Walker said. "Public safety has to be our No. 1 priority," he said.

The new jail, located behind the County Administration Building on Beale Street, is set to open in November and will house 688 beds with the ability to expand to more than 1,000 beds. The Board's approval of Monday's agenda item will unfreeze and fill positions for two detention assistant, one detention sergeant and add 30.5 detention officers and two detention assistants to the current list of detention department employees.

The county has no control over how much money the state takes or gives back for AHCCCS, County Public Information Officer Darryle Purcell said. The money for AHCCCS is taken from the general revenues the county collects. The money was returned to the county because the state received additional federal funding for AHCCCS.

Any returns the county gets are deposited in the county's general fund, he said. The refund should just cover the $1.05 million cost of the additional staff.

The current jail on Pine Street was built in 1986 after inmates won a lawsuit against the county for conditions in the existing jail, said Mohave County Sheriff Tom Sheahan. The Pine Street jail was underfunded and inadequate at the time it was built.

Walker pointed out that if an inmate or their family sued for the current conditions at the jail, the county could be held legally responsible. "We have to make sure we don't repeat the problems of the past," Sheahan said.

The current jail houses all sorts of offenders - murderers, child molesters, he said. It also holds two of the escapees from the Arizona State Prison-Kingman Complex and their accomplice, but it doesn't have a high security wing in order to separate these inmates from the rest of the general population, Sheahan said.

"We probably have people in the general population (of the jail) that shouldn't be there," he said. The new jail will have plenty of cells to house high-security-risk inmates, but it will also need adequate staff.

The funds will add seven more officers per shift at the new jail, Sheahan said. More guards mean less assaults on other inmates and guards and a safer facility for the public, he said.

This is absolutely insidious. That money that could be used for the poor, elderly, disabled, and children's health care is being used for the jail. It speaks volumes. Welcome to The Police State of America. More misappropriations of funds. Release non-violent offenders and send the violent ones to prison makes more sense to me.

If AHCCCS got additional federal funding then they should've reinstated dental care to the the disabled living on SSI.

"No one jerked medicine out of the mouths of babies to pay for security at the County Jail." - no but dental care for the disabled on SSI (over 21) was removed (other than emergency extractions) due to the state's budget problems. Those living on SSI cannot afford to pay for dental care or dental insurance payments.

This is absolutely amazing!! 22 Responses and only one (dust bunny) makes any sense at all given the facts reported in the article. No wonder this country is going to hell in a handbasket, people like this half read news, form opinions that fit their pre-concieved prejudices and then go out and vote.

Get a grip people. This is a County Jail we are talking about. Every dreg arrested in the County, or in any of the cities in the County, is held here for disposition. More serious offenders are held the longest, waiting for trial. You do not want to skimp on security here.

If the Coounty had not received the ACCCHS refund, the BOS would just be cutting here and there to come up with the money.

No one jerked medicine out of the mouths of babies to pay for security at the County Jail.

"King Ron" and his henchmen will do whatever they please, and get away with it. Mainly because nobody will stand up and oppose them. Look to the West, people. The citizens of Bell, California finally got tired of thievery in government, and eight of their leaders ended up going to jail in chains. We should "take a lesson" from these people...

To the "King of Mohave County, and his henchmen" Better "wise up" or beat it, boys, people have had enough of your "fun & games"

It would make an amusing photo of King Ron and the BOS being led to a jail van, in chains and handcuffs.

Just last week a friend of mine was shipped to Phoenix because AHCCCS Plan wouldn't cover him here so without family permission they sent him to Phoenix. Now your telling us that there was $1.1 mill and your going to use that money for prisons. How does the State even justify a refund for health care when the Government is talking about mandatory health care for everyone? So instead of giving people a standard of health care they want to give an aspirin for a heart attack and a guard to make sure we take it.

great idea...let's re-name Mohave County "Prison County" and build for-profit prisons to be used as repositiories by law enforcement across America, and if enough protocols can be bent and broken, prisoners from around the world! Just think about it - you could drive Highway 66 all the way to the County Line and see nothing but huge prisons on either side of the roadway. A prison for gays, one for shoplifters and corrupt County Supervisors, one or two for deviants like County Managers who contact opponents' employers to set them up fraudulently to be fired, and certainly a very large prison for the friendless and poor who have nobody to effecively argue their case. You know, maybe Obama would even pay us a visit in the context, but then - with reference to his Chicago background, if you'll do proper research here - we'd have to build him a gay bathouse to make him feel at home.

The BOS does what it wants...We find out later how much it will cost.

No need to scream or demand your input. Its money that belongs to the BOS...dont you know that?....I really wish we could have the whole worthless bunch arrested.

Giving Medical ins refunds to support a Jail...I say the BOS needs to be IN THAT JAIL.

I've got a better idea.

Lets make the County Manager and the BOS work for the remaindar of their terms for $1 a year.

The money they won't be getting will easily pay for a whole bunch of new jail staff.

You have to READ the words in the article. It doesn't state that any health care is being taken away from kids. The health care was already paid for with funds from the general revenue the county collects. SInce the federal govt. is sending money to cover what the county already paid toward AHCCCS, the money will instead be deposited in the general revenue account. At that point funds will be available to pay for staff at the new jail.
It amazes me that people with a liberal view point, such as you have presented in your many posts, always dramatize issues with "They're taking away from the children, the poor, the elderly, the minorities". Lets stick to the facts.

You go girl! My first thought was why is a Medicaid refund being used for Jail improvements? But if you think about it, it does increase the power of County bosses. More prisons more people more staff more Federal money. More claims of Gov't interference in our lives all the while increasing Local Guvmint control over us. This is almost Biblical. Wait, I'm sure it is.

We knew this was going to happen. They are just covering their butts since the "break out" at the prison. Well at least those nice little inmates in jail will have their medical coverage. I guess the BOS feels this is more important.

Hopefully all the additional staff will be taking all the little sickies to the doctors for their check ups.

This is really disgusting.

What a screwed up mess...Is there anything good about it.??...It doesn't even hold prisoners...and we are afraid of being sued...HUH...!! None of this makes sense...and you are going to back it up with a million $ taken away from people that really need the help...and give it to the lowlifes that have broken the law.....and they still have the murderers, rapists, etc. When are they going to be moved....???? How about Mohave County and the BOS conducting a giant garage sale and sell off the expensive vehicles the BOS drive, the other vehicles in the county's lot on Andy Devine, the unneeded metal detector Ron Walker imposed upon all of us just to protect his safety and any other unnecessary items the county has previously bought just to make themselves feel more important. They would make enough money to pay for all of the hires for the new county jail.

Here's why Mohave county will never have industry.

Our leaders have become addicted to the Penal system. They have found if they scare the residents with "crime" figures we will give them everything they want.

I can only imagine the "behind the scene" deals being made. WHY WHY WHY would a county want to have only ONE industry..

Simple...Crime and punishment is an industry that is a money pit for the tax payers. Kingman has a reputation of being a "jail" city.

I laughed when a fellow told me 5 years ago...Be careful if you live in Kingman more them 15 years, you have probably been to jail here"...

I asked why...I dont break laws....He said you don't have to. It's the county's cash crop. All that has to happen is anyone complain about anything you have done or said....You're guilty before you see a judge here.

What a interesting quote to say to a new resident.

After 5 years...I believe him....This county has one industry....Law Enforcement.. Needing an excuse to take someone to jail seems to be an on the spot call. Ive heard from many people who were "stopped" on their property or walking down the street they lived on for decades.....Why?....Because they were insight of an officer without anything else to do except "fish" for someone to fill the back seat.

This is one law abiding guy that is getting out of here before my spotless record gets ruined for just breathing..

Yea.. lets give the money that used to help people to our only industry...BOS you have done it again..We mean nothing. Your cash cow has been fed.

This is all pretty scary considering they had been preparing for this for how long??? And to not keep the high risk inmates away from the ones who were drunk driving or just pot heads???? And escapees should be kept in high security conditions considering the obvious kind of people they are. How much more rediculously stupid are you gonna get????

Just why is it that every level of government takes "tax dollars" from what they were to be used for and spend like there is no end to the money ?? If you can't fund the jail maybe the BOS needs to learn how to handle money,you know live within your means !!!!! Stop doing like Ca and spend an spend until we're so far under the train you can't pay anything. If I ran my house like the government (at any level) I would be not only BROKE,HOMELESS,& so DEEP IN DEBT I would never see day light again.Don't you folks ever learn anything from past mistakes ?? Guess not.I bet "you people on the bos" don't run your own house as hap hassardly as you do ours.

It seems the Board of Supervisors don't have the health and welfare of the citizens in mind. This is money from Medicaid, it should go back into medicaid. Maybe it's time to replace these self-serving board members with someone who will actually serve the community.
