RUFFF, Mohave County not happy with ruling

KINGMAN - Neither side in the battle over bringing a no-kill animal sanctuary into compliance with county ordinances appear to be completely happy with a judge's recent ruling on the matter.

Mohave County Superior Court Judge Lee Jantzen gave Hillary Allison, the owner of Rescue Unwanted Furry Friends Foundation, and the county until Nov. 1 to bring the sanctuary into compliance with the county's current animal ordinances.

Allison was cited in 2010 by the Mohave County Environmental Health and Planning and Zoning departments for operating a kennel without a zoning use or a health permit and being over her limit of 135 dogs imposed by a previous zoning permit.

Allison said Wednesday she was pleased with Jantzen's decision to give her more time, but she wished Jantzen had ordered the county to issue her the permit. She's concerned that county staff will continue to find a never-ending list of items for her to fix at the shelter and she'll never get a permit.

County Civil Attorney Delores Milkie said Thursday the county is equally frustrated with the ruling.

"We've been working with (Allison) for the last eight years. I don't know what else we can do," she said. "We're trying to be creative, but we're running out of ideas."

Milkie said it was never the county's intention to kill all of the animals if it closed the sanctuary. The plan was to adopt out as many of the animals as possible to other no-kill shelters in the county.

The county filed a request for reconsideration with the court on Thursday, and Milkie is hoping to hear back from Jantzen soon on the matter.

@ Fact of Life - I'm glad you found a baby to love from Pet Proection and would welcome you to adopt any one of the wonderful dogs we care fore at RUFFFHouse. All are over 2 years old,many in the 3-7 year range and very, very lovable! Our adoption process is the easiest around.

While I hope you have many more years with your doggie, if something changes, please come see and adopt one of ours - they all deserve their own families, but in the mean time., they are safe and loved with us!

@ Hillarie - I never buy from pet stores or breeders. I have an older dog now that I obtained from Pet Protection years ago when she was three years old. I have loved her all these years, & I know she loves and appreciates having me as her protector. If she leaves this world before I do, I will go see what dogs over 2 years old you have available for adoption. If your adoption process isn't too arduous, I might choose one of your dogs to love, and Watch Dog can "Watch my behind" as I leave your place with a dog. As far as Sad Joke is concerned, she doesn't seem to know the meaning of the term "Live and let live" Sad, isn't it?

@Watch Dog - and the rest - Who ARE you people who claim to "Know" what I've done or didn't do? What I or don't do? Again, seriously misinformed, and seriously evil! All you're hurting is the animals I care for. I'm continually doing adoptions and hope more people will come forward to adopt a new "family, furry friend". That is all I've ever wanted for these abandoned pets, but I'm not putting them from the frying pan into the fire. Of course there is an application - I challange you to compare mine to ANY of the others - mine is very easy to complete and only 1 page! All I have is large older dogs and older cats - people aren't beating down my door to adopt them. They want the cute fuzzy puppies and kttens. You vicious people seem to come out of the woodwork. I never knew that I lived in such a hateful, ignorant County, but then again, that's another reason I rescue pets - so many people in this area aren't worth "saving"!

I will not respond again - you aren't worth my time!

The County has been working with Hillarie for 8 years for her to come in compliance but has she done it? Just cries and boo-hoos that the County is unfair to poor little her. All the other rescues/sanctuaries have managed to be in compliance so why not Hillarie? People have tried to adopt dogs from her but get a round around. She can't give any of them up. That is just plain hoarding. Enough is enough. Hillarie thinks she can do what ever, forget rules and regulations and will never be in compliance and doesn't deserve to get a permit to continue. Close her down!

You forgot to mention that the judge mentioned proof by expert witnesses and volunteers about the wonderul care and conditions the animals receive and that he found it frustrating that the County didn't make a distinction between kennels and sanctuaries. He also stated there was a "Catch 22" and stated he'd heard proof of my willingness to comply. Convenient to leave out all the positive comments by the Judge.

What could you possibly have to gain by defaming me? Dont you understand that I care not what you think of me. I only care about the little lives entrusted to me - many by the County itself. And since you're fond of qouting from public record -the judge and the supervisor from Animal Control stated that the animals stopped coming from them when I couldn't get my permits -no mention in his report about a 501(c)(3). FYI -I am partnered with another group who has their 501(c)(3), but that really is none of your business. I am also a registered Non-profit in the State of Arizona in good standing! Your only goal is to make me look bad. Again, I don't care. It's not about me, its about the animals. What you ungrateful so-and-so's of this County think of me doesn't concern me at all. I don't do it for you - I do it for the animals -and I bet if any of you asked them, they'd much rather be here than DEAD!!!!!

Hillarie states the Judge's order proves the County is unwilling to work with her. Well, I got a copy of the order from Court - it's a public record, and I wish the Miner would publish it. A few examples of how Hillarie attempts to skew the truth: The order says "County presented evidence numerous efforts have been made, since February, 2010, to attempt to bring Defendant into compliance…” and “County proved with its evidence that most of the changes made by the Defendant were not made until a few months ago and only with the threat of the facility being shut down or brought back to Court” and “RUFFF has literally had to have been dragged kicking and screaming to its current level of cooperation with the County.” The County’s not working with her? In fact, the order says “the County is directed to continue to work with RUFFF within the County’s regulations to make sure RUFFF complies with the requirements…” While we’re searching for the truth, I’d like to see documentation that she adopted out 10,000 animals. It’s been proven that she’s kept very poor records over the years, so that won’t be possible. But she keeps saying it. And, she says she’s been working on getting back her non-profit 501(c)(3) status for about what, two years now? No, you don’t have to have one to get donations, but Hillarie says she’s working on grants, but you can’t get them without a 501(c)(3). County animal control used to give her animals but stopped when they discovered her 501(c)(3) had been revoked and she was unpermitted. Other rescue/sanctuaries are still allowed to save animals from euthanasia because they are IRS non-profits and fully permitted. Please, everyone, do your own research and learn how you’ve been duped.

I'm going to try this one more time... for the sake of the KDM saving "face".
I believe that Hillary is doing a good service for animals who are dumped and neglected by inconsiderate and non-loving "pet owners". It's the responsibility of the pet owners to care for their pets, love them and give them good homes. Instead many of them don't get them spayed or neutered and they reproduce and don't feed or take care of them properly. And you are blaming one of the only people that try to save them. Go figure!
I personally would never adopt an animal that I wouldn't make a commitment to love and care for for the rest of their lives. My pets are neutered/spayed and have a good life with me.
I have been absolutely shocked to find out that some people have responded to ads for free kittens that wanted them for "chew toys" for their dogs. How completely disgusting and savage of them!
I respect what Hillary is doing and hope she continues to save these poor neglected and abused animals....
If you don't think she's doing a good job... why don't you step up to the plate and take on the responsibility of saving these animals? I personally wouldn't want them to wind up somewhere that they will eventually be euthanized.
Keep up the good work Hillary.

@Larry in GV - I don't want to call you a liar, but you are sadly mistaken. You NEVER called me about adopting a dog,. I do not have a lengthy adoption form, do not normally dohome checks, although we do reserve the right to do them, if neccesary, and we do check up on all adoptions. I resent you labeling me a hoarder. How many hoarders adopt out over 10,000 animals, or spay/neuter and vaccinate? None! Because I've come to the aid of Mohave County Animal Control, at their request, and taken hundreds of dogs and cats from them that they would've had to destroy, I'm a hoarder? You are seriously misinformed - not a surprise there from the tone of your post. Ingnorance abounds in this community! @Dianne R. - I am shocked by YOUR comment. You know me and my work. Have I offended you in some way? Pet Protection was a nightmare, and I not only helped get them closed but also took in 25 of their dogs! I have not evaded the rules of the County for 8 years and have paid for permits that I have been denied and forced to apply and pay again and again. I will not make an animal live on cement and have expert testemony by qualifed and respected veterinarians who love my place. But I guess you and the other lay people of the County know better. Again, shame on all of you!

I called her to see about adopting a dog several years back and was appalled at the process she had.........

wanted me to fill out a lengthy application, said someone would come to my place and do a home interview, and on and on and on it went....

I just told her to forget it, I got one someplace else and he is doing just fine several years later.

I was thinking about adopting a DOG [deleted] not a child....

I suspect that several of the commentors on this article are actually thinking that pet sanctuaries or rescues should be 'responsible, but that Ruff isn't being 'responsible' because of the number of animals it is keeping, I guess. Some comments here give me the impression that Ruff not being in compliance with newer conditions imposed by Planning & Zoning is not the real issue although they claim it to be. I think Ruff is being very 'responsible' in trying to take care of God's animals to the best of its ability. And I think it is bad that some other people who have little TRUE regard for God's creatures attempt to make Ruff's mission more difficult.

@ sad joke - Why don't you look at Best Friends -who will only help an animal if it brings them major PR and major Bucks! I guess they need to pay big salaries to their 400 employees and finance their personal leaf jet. Oh. I forgot the $50K eachof their board members receives.....Let's talk about HSUS, who admittedly brings in $104 MILLION dollars and only spends less than 1% on shelters and rescues - it's on their website and in their financials. This endeavor is mostly out of my pocket and that of my late husbands, because we couldn't stand to see animals abused and destroyed because their owners were irresponsible.

@ Truth, Balance & order- the other sanctuaries don't exist- there are only rescues who only take adoptable animals. Most of the animals at RUFFF are older or with medical,/personalitiy issues. The other groups have paid $340.00 for a 2 year permit while I have had to pay $540.00 every 6 months -how is that fair? I am fighting a system that is seriously flawed and I'm the only one with the guts to do it - and I do it for the animals, not me.
@ Dave - I am not a refugee from CA - I 'm a well-educated professional who chose to help animals when I saw the abominable way they were treated in this County. I'm tired of all the scum of this County chastising me for doing the right thing and cleaning up after all the worthless pet owners who discard their animals.

FYI - the Judge didn 't agree with the County -and didn't accept the reconsideration.Either did others in the County Court system. This only proves that the County isn't willing to work with me, as I've contended right along. It doesn't matter what I do, the prosecuter has some sort of personal vendetta against me and only wishes to see these animals destroyed. Sorry to all of you vicious people who want to see RUFFF shut down and the animals destroyed. I have hurt no one by saving these precious animals' lives but you care not. Because I had the courage to stand up for these animals and NOT do something inhumane, I am the villian. All I can say is what goes around comes around. I have spent nearly everything I have to care for and provide a safe, loving home, which was proven in Court and still the County is not satisfied. There is true evil at work here. You people should be ashamed of yourselves -you know nothing of what I've gone through to help, not only animals , but people of this County and this is the thanks I get - shame, shame ,shame!

HALT is a sanctuary, too, because if an animal is not adopted, they will keep it for the rest of its life.

What difference does it make what you call it. If you've had eight years to get it right and can't, it's time to stop hoarding, which is what this situation is. If RUFFF was interested in being a place to admire, it would have made sure it did what was required by its Zoning permit, but it never has complied with those requirements -- never mind getting a health permit.

I agree with Dave...Too many sanctuaries trying to save EVERY life. Ridiculous! Animals have miserable lives at these places. I agree that people are stupid and mistreat animals, but until this stops there is no way in the world that every animal needs to be saved. Those fighting dogs NEED to be put down, NOW! It wasn't their faults they were trained that way, but now they are dangerous and living the rest of their lives in isolation is NOT ACCEPTABLE! MOST of your animals need to be put down. Your "God" complex is only adding to the problem. Quit hoarding!

@Truth...RUFFF is the ONLY true sanctuary in Mohave County, For Love of Paws2, HALT and Mutt Matchers are RESCUES... the dogs and cats at RUFFF have not only been brought to RUFFF by County Animal Control over the years, but they are loved cared for and live out their natural lives there...also have you ever walked on pea gravel in the summer?,it's hot, burns your feet and you want animals to walk on that in 100+ temperatures? and @ Dave, no, you can't save EVERY animal, but, you can educate and hold people responsible to care for their animals that they have, spay, neuter and keep them in your care...people don't need to go back to California, the people that are in the animal welfare movement are Arizonans, that have been here for years, not recent transplants.

@ County in the you know the difference between a "rescue" and a sanctuary? Ms Allison's sanctuary is just that a sanctuary...yes, she does adopt out dogs and cats that were someone else's pet, but, for the majority of the animals that are there at RUFFF, they will stay there for the rest of their natural lives. These are dogs that have been former fighting dogs that, by the way, have been brought to Ms. Allison by Animal Control when they were seized and their "owners" were arrested(dog fighting in AZ is illegal, by the way). Some of them cannot be with other dogs and have to be kept away from other dogs or cats because of aggressive behaviors. Also, did you know that it's not just dogs and cats at RUFFF? Ms. Allison also cares for 12 vietnamese pot-bellied pigs and also she is modeling her sanctuary after one of the most well-known animal sanctuaries in the world, Best Friends, in Utah.

The first question is why is it only Allison is having problems? It is obvious the other santuaries are complying to regulations and only Allison is fighting the system and attempting to get away with it. Maybe Allison brought it upon herself and is the cause of the rift between the county and herself.

I hope the judge reconsiders and sees it the county's way. Ms Allison has shafted the county for 8 years, it about time she played by the same set of rules the other rescues play by.
