Council expected to OK Kingman tire store
Business not permitted with current zoning overlay rules

Local Superior Tire owner Kevin Burgess' request to add "tire and auto repair facilities" to the list of permitted uses in the Hualapai Mountain Road overlay district reaches its final hurdle Wednesday, when the issue is brought before City Council.

Despite city planning staff suggesting the request be denied, the Planning and Zoning Commission unanimously voted in early December in favor of recommending to Council that Burgess' request be approved.

If approved, Burgess plans to build Kingman's second Superior Tire location near the KFC/Long John Silver's on Hualapai Mountain Road.

"I don't think it's going to hurt anything to have a tire store on Hualapai Mountain Road," said Mayor John Salem.

The overlay district was established in late 2004 in order to govern commercial-zoned properties along Hualapai Mountain Road and Mission Boulevard. It was created in order to establish a unique commercial corridor with specific uses permitted by right and by conditional use permit along with clear design objectives, according to planning staff.

But the overlay, which was created during a time of substantial growth, hasn't been reviewed since it was enacted, Salem said.

There are design criteria Burgess must abide by, but he has already said he is more than happy to meet the aesthetic standards of the area.

Salem expects the city's Development Services Department to work with Burgess closely on any design concerns, should Council vote to approve his request.

"If business owners want to expand their business (within the community), more power to them," Salem said. "It's more than I can do."

At least one person is not in favor of the city approving Burgess' request.

"We just don't need this," Larry Mozis wrote to planning and zoning staff. "We could use more stores, but not this one."

Mozis is concerned that the look of Superior Tire will not fit in with the area.

Salem said Mozis' comments have been the only negative ones he's heard since the request was made.

In fact, several people turned out to the Planning and Zoning Commission's December meeting to argue in favor of Burgess' request.

Council meets at 5:30 p.m. Wednesday because of the holiday at the City Complex, 310 N. Fourth St. Council normally meets the first and third Tuesday of every month.

I have been a Kingman resident for 23 years and have been somewhere between amazed and appalled since coming here. In short, there are two kinds of people here .

(1) The good old boys, you know the ones that can do any damn thing they want!
(2) The rest of us , the ones that canít do a damn thing. We just pay the absurd tax bills!

If you travel in the right circles , you make the rules fit your own needs. This is just business as usual in Kingman. If you are in the # (1) (BERGE category) you should be able to put a tire store any where you want. This corridor was starting to be developed with some foresight, nice landscaping, sidewalks ECT . If
Planning and Zoning , the City council canít keep this from happening they should be fired!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

So the city spends a lot staff time and tax dollars to create a plan to keep the Hualapai Mountain Road commercial district looking nice to attract appropriate businesses. Now they want to throw the plan out to allow an auto repair and tire shop to open its doors regardless of the plan. The businesses who followed your rules will get the shaft if this passes.

Whatís the point of having professional planning staff spend time and money to develop a nice plan for this area? Whatís the point of soliciting public input and ideas to create the plan? Whatís the point having landscape, sign or appearance rules for this area? The years and money the city spent to create a nice commercial district instead of another Stockton Hill Road mess will now all be wasted to create what 3 - 5 new jobs?

This makes no sense. Approving this request will open the door to other businesses that donít fit this areaís appearance criteria and before long Hualapai Mtn Rd will look just like Stockton Hill Rd with too many ugly signs, parking and traffic congestion problems and vacant buildings. A repair shop that sells tires conjures up visions of broken down cars in the parking lot and tires for sale stacked on the sidewalk. This isnít what we expected when the corridor plan was developed and it isnít what council envisioned when they approved it back in 2004. Businesses who followed all the rules arenít very pleased either to see this happen. We believe we deserve some respect for following the rules.

But one current council member must be very pleased to unload auto repair equipment to a future auto repair shop who now wants a favor and a new location on Hualapai Mtn Rd. It looks like one repair shop closed on Andy Devine so another one could open on Hualapai. How is that creating new jobs?

I agree with both Joe and Hualapai resident......1.) We so need a grocery store on this side of town. Driving Eastern Ave to Bashas takes forever!........2.)This Cities BIGGEST problem is CODE ENFORCEMENT ! My wife was a Senior Code Officer / Deprtment manager back in So.Cal. before we retired and moved here to Kingman. She just cringes at the total blight this city has....looks like atotal PIG PEN!

Sounds to me like the Mayor, City Council and City Manager really need to stop and take a look around. All three positions can be replaced by citizens who care and will cast a vote to someone who is running for council and also cares!!!

anything very stylish, why not a tire shop ?
There are very few excellent architects these
days, and none would come to Kingman to
design a tire shop, or would he ?

If the city keeps on chopping up the commercial space on Hualapai Mountain Rd. with smaller businesses, there won't be any room left for a much needed supermarket like a 2nd Smiths! It is a real pain to have to navigate Stockton Hill to get to the poorly planned KRMC / WalMart / Smith's traffic mish-mash!

I wholeheartedly agree. There are plenty of places other than Hualapai Mountain Road that the tire shop could be located. There is no compelling reason to change the ordinance, just like there was no compelling reason to loosen the sign regulations. If this ordinance change occurs the result will likely be the same as the change to our sign code--a junkier looking city with nothing to show for it.

Why don't we try to strengthen our development standards for once rather than continually diminishing them? There are lots of cities out there with strong sign codes and development standards that nevertheless are somehow able to attract economic development.

I am all for new business........BUT........really, ANOTHER TIRE STORE IN KINGMAN !!!! Just how many tire stores does a small town like Kingman need??? My last count was something like 9 of them already!

Thank you, Mr Mozis. Other of us feel the same way but for various reasons we are not able/willing to be public in our opposition.

I think the area is zoned C-2 neighborhood retail. This means retail operations intended for the immediate area not the complete city. C-3 zoning is for "regional" retail. Now, before someone claims this is elitist and East Kingman is snobby, if trying to maintain and develop an attractive area (entrance to Hualapai Mountain and its out of town viisitors) is elitist then so be it.

My concern is if the tire store with its destinctive building design requirements doesn't attract enough customers from the "region" to keep the doors open, we are left with an empty building with big doors, a small waiting area and a bare counter.

Years later the empty building has dirty windows, flaking stucco. Until finally Joe's BBQ decides the rent is cheap enough to open a restaurant. A restaurant that looks like someone took an old tire store and turned it into a restraurant.

If the city leaders in their wisdom feel the need to allow a second outlet in a market of 5-6 existing tire stores (in a town of 28k) then ask the city attorney to check into the legality of requiring a clause that requires the building to be demolished and land restored to original condition should the tire store building sit empty for ___ months. That way EVERYBODY is happy. I'm sure Superior wouldn't have a problem with that since his extensive research has told him his new store will do banner business.

Are we in a rush to throw out all standards to get any business anywhere? If Burgess wanted one in a residential area would we surrender? As soon as you approve this, what's next? What will you do when Burgess objects to the design standards he doesn't have a problem meeting today? Did the "anything goes" on the sign ordinance promote more business or just make the town look like crap? Are we so insecure about ourselves?

When was the last time the septic/sewer plan was reviewed? Maybe it's time for a review so the family that needs to rotate their septic tank to allow for a "needed" additional room to be built on "THEIR" property. They don't have the big dollars that a business owner has but I believe in this economy it's the right thing to do.

the city doesn't care business making jobs in this town we need jobs stop dis-approving licenses this town need to grow i hope some come into town and puts a mail here try to stop that like you did in golden valley for the shopping center we need new city council get rid of the people that won't let it grow

My goodness! Someone wants to expand their business, provide new jobs, and add to our tax revenue? And the city council has to actually THINK about it? Give us all a break and let the man do his thing! Seems like a no brainer to me. But, then, we are talking about politicians. When are the next elections anyway? I think we need to get rid of some more "Good Ol' Boys" (and girls). Except Mayor Salem. He can stay.
