President Barack Obama proposed several gun control measures last week and issued 23 related executive actions, including the issuance of three presidential memoranda, but other than boosting gun sales, the effect in Kingman and Mohave County remains to be seen.

Among the recommendations that would need Congressional approval to become law, the proposals to reinstate 1994's "assault weapons" ban and place limits on ammunition magazines are the two pieces that have received the most opposition, sending people to gun stores in droves.

"People are buying ammunition faster then (manufacturers) can make it," said Darrell Miller, owner of Bank Street Guns.

Some of the big sellers recently include .223 and 5.56x45mm types of ammunition, which Miller said are primarily used in AR-15s - semi-automatic rifles.

Business is always pretty good at Bank Street Guns and during the holiday season it regularly heats up, but business over the last month or so exceeds all expectations, and instead of slowing down in recent weeks it has actually increased.

"We're setting all kinds of records," he said. "It's hard to keep up with demand."

Customers who walked into the business a few months ago in hopes of buying a semi-automatic "military style" rifle would have their choice of 15-20 different guns. But Miller said people seeking the same thing now are lucky to get one - let alone have a choice in style.

"As fast as we get them in, they're gone," Miller said.

Of the 23 executive actions signed by Obama on Jan. 16, most of them are toothless and come off as a list of priorities or ideas rather than laws.

Here are a few of them straight from the White House:

• Propose rulemaking to give law enforcement the ability to run a full background check on an individual before returning a seized gun.

• Publish a letter from ATF to federally licensed gun dealers providing guidance on how to run background checks for private sellers.

• Release a Department of Justice report analyzing information on lost and stolen guns and make it widely available to law enforcement.

However, Obama did sign three presidential memoranda. Presidential memoranda are similar to executive orders, according to a Congressional research report written by John Contrubis in 1999.

"They (presidential memoranda and executive orders) differ in that executive orders must be published in the Federal Register whereas presidential memoranda are similarly published only if the President determines that they have 'general applicability and legal effect,'" Contrubis wrote.

The three memoranda signed by Obama will be published in the Federal Register, therefore, they're basically laws.

They are:

• A memorandum to engage in public health research on the causes and prevention of gun violence.

• A memorandum to improve the availability of relevant executive branch records to the National Instant Criminal Background Check System.

• A memorandum to improve the tracing for firearms in connection with criminal investigations.

But it's not these that are causing all the commotion. It's the proposal for the reinstatement of the "assault weapons" ban and the proposal to limit ammunition magazines that people seem to take the most issue with.

"I believe in the 2nd Amendment," said Mohave County Sheriff Tom Sheahan. "I do not support an 'assault weapons' ban or restrictions on ammunition."

Sheahan sees those segments of Obama's proposals as an infringement on people's rights.

As for the other aspects of Obama's gun-safety ideas, Sheahan said most don't have much of an effect, and he would rather see local entities coming up with plans.

"The less involvement from federal government locally, the better we are," he said. "We know how to deal with our problems best."

Kingman Police Chief Robert DeVries said it's a controversial issue with two sides that are passionate about their beliefs. He looks forward to seeing what occurs in the future.

But one thing is for sure.

"If law is enacted, we're obligated to enforce it," he said.

Evidently some people are still missing my point - "we will not tolerate a ban or magazine restriction and will not comply" - end of story!

@Frank Lee

yeah, I got a "terms of service violation" on a post too... unsure why.

Anyway, you know how people play the lottery? And how people go crazy to play the lottery, suddenly spending $30 on tickets for the Powerball when it gets above $200M or something? Even though there is a 1/175million chance of winning....

Economists call this High Gain/Low Probability Cognitive Bias. Basically it means that when presented with a situation with a high gain, such as using a gun to save my life, people dismiss the extremely low probability of it actually happening.

Anyway, for me, I know the odds - low. So low that my self-defense money is spent on martial arts, not for actual self-defense, because I enjoy the physical activity of it and zen perspective of the lessons. I don't see the world in terms of potential threats constantly around me - I see it as opportunities to be taken. Can I stop a gas main explosion or drunk driver that hits me on the sidewalk driving 60mph or lightning striking me? Nope.... gun won't change that, either.

Glass half full I guess, but I'm still here and so are you... one of us has a gun to protect themselves and one does not - and I live in the oh-so-scary murder capital of the Universe, and you're in Kingman.... hodbed of gang activity? Flashmobs? Not for you, no. We have crackheads AND methheads, too... so... what's worse about where you are?

Still not convinced that mace alone won't do the job for you.

It seems you don't get what the second amendment is about.
It seems you don't get that this is only the first step in taking all the guns. Give and inch and they will take a mile.
Guns go so does your freedom.
Guns go and it leaves us wide open for any country to attack us. We have very little military left in this country. Most are in one of the over 900 bases we have around the world that cost us trillions.
Obama his taking down the missile defense along the Mexican border leaving it even more wide open for any thing to happen. With any kind of disaster Obama can become a dictator. The laws and force are in place for this to happen.

For Gods sake everyone.

The federal Government will NOT come to your home looking for black guns even IF a bann on new production is passed.

Ill put it in simple terms that hopefully all can understand. Our Government is BROKE.

If the Feds have given up on interfearing with States law concerning Medical Marijuana due to budget shortfalls.

Just where do you think the Feds would come up with the money to chase down over 300 million weapons? Come on Im waiting. Everyone knows there are millions of more weapons then are followed by a paper trail. The real total of weapons in America may be twice or triple the 300 million that gets put out as a figure.

America does not and will not be able to afford coming to anyones home and demanding weapons.

It just doesnt make any fiscal sense to even try. Anyone that thinks President Obama has any kind of power to take your guns in 3 short years. Well your absolutely delusional. He's not interested in chasing down your rifle.

The truth is. He'll be lucky to get any funding for real mental health reform, any kind of working data base to combine gun sales and mental health records, or get congress to pass another weapon ban on new production.

If he's very lucky he may get a magazine capacity law passed. Which again wont effect the ones in your possession.

Everyone running around like the sky is falling truley shows the gullibility of those who wont do any research, instead choosing to let the media tell them how to think. Its no wonder the world thinks we are all rootin tootin gun slinging idiots.
Just look around and you find it hard to not agree.

I dont know where to start. Its obvious your letting someone or the media think for you.

The bann will only effect NEWLY MADE weapons and clips.

NOT those already sold or in the hands of guns owners that have followed the rules and purchased these items BEFORE the bann on new production would go into place.

You WONT be arrested for having a black rifle. You just WONT be able to run down the any store and buy a NEW one like your old one. Same with high capacity clips. You would be able to buy new clips....BUT your old clips will stay YOURS.

@ I dont get it

The right to bear arms was created for one purpose, so that the citizens can protect themselves against their own government. History has shown us time and time and time again what happens when a government begins to disarm their citizens. People who are arming themselves and stockpiling ammunition are not about to let that happen to them without a fight. The rest of you will be on your own.

We take our freedoms for granted so much in this country that we can't even fathom the idea of not having those freedoms. What you're not realizing is that as the government slowly picks at those freedoms and takes them away gradually and for "our own good," you're not even noticing what's happening and you probably won't until it's too late. Wake up!

@ I dont get it

It's really quite simple. We get it! We don't intend to be "stuck" with anything. The government is overreaching their authority. The legislation from our State legislators is written to protect our rights under the 10th Amendment. We, the State of Arizona, are drawing a line in the sand! There will be no surrendering of firearms or magazines to an unconstitutional edict from the Feds. It ain't gonna happen on my watch. We have Constitutional protection - use it or lose it!

If weapons were banned, authorities would have to come get them. Too bad the big crime wave hit and so many were stolen and in most states you are under no obligation to report it. Guess you never thou.ght of that, huh Einstein? LoL. All one needs to do is hide them and say they were stolen or sold. Prove otherwise

"Auto firearms"

You actually think people are running out and buying "auto firearms"? LOL.

If you mean firearms that are capable of fully automatic fire, they are already illegal without a special fed permit. And what special ammo do they use thast is not used in a semi-automatic version?

“You keep making these brilliant predictions about voter fraud and gun control you are going to be more of a laughing stock than you already are.”

Hmm, I had no idea I was a “laughingstock.” Thank you for the information.

What I find curious is how you keep going back to my corrected stand on voter fraud in an attempt to make me look … I don’t know, like a “laughingstock?” I have explained to you numerous times here that I had stated there was no voter fraud in conjunction with a court stipulation by the State of Pennsylvania to the effect that there was no evidence of voter fraud in the nation. I then corrected my position when we learned that the most massive voter fraud ever perpetrated on this nation was done by the Republicans and resulted in voter registration being shut down in five states.

As to my “predications” on gun control all I have ever posited is that there are going to be changes to gun laws in this nation and I do not know what they will be. How that rises to the level of being a “prediction” is beyond me.

Let me try this just one more time.......without using the word nebbish. LoL

You are certainly free to not spend your money on guns for self-defense. So in the event of an emergency when things like food and gas are in short supply or unavailable and the cops are npot answering 911 calls......How exactly will you prevent someone from taking what they want from you? Does not sound like good decision making on your part.

LOL

Arizona Representatives Steve Smith, Adam Kwasman, Carl Seel, David W. Maybe no one will take our guns away. Maybe. But, preventing the first attempt makes every attempt thereafter a first attempt. Doesn't matter the issue. If we do not do this we will wake up one day, maybe not in my lifetime, to find out that that maybe happened. Remember that this Nations flag does not fly because the wind blows against it. It flies because a dying soldiers breath fell upon it.

Sheriff Sheahan,

You stated, "If law is enacted, we're obligated to enforce it."

I disagree with what you may be implying. Your first obligation is to uphold the constitution. All other obligations come after. If a law violates the constitution, you are not obligated to enforce it. I hope you are not stating that you are ready to infringe upon the liberties of responsible citizens if your boss tells you to do so.

Listen up everyone. If a banned does pass it will NOT effect the guns you already have. It will ONLY stop the sale of newly manufactured guns to be sold at retail.

NOBODY is coming to knock on your door and ask you to hand over any guns. It's just NOT going to happen and that has been stated by the President.

If your hurting your family in order to buy up these guns.....you really should take a breath and calm down.

Obama is NOT going to take any gun you have in your possession away from you.....got it ?

It's right up there with saying "gun violence prevention" instead of "gun control".

Notice the big difference in how officials like Sheahan and the Kingman chief of police, DeVries view possible new govt impositions? Easy to tell one is elected by the people and the other is not.

An unconstutional law is in fact not a law at all! Therefore it is not under any obligation to enact them or enforce them! However, Tyrany is against our laws set forth by our forefathers as statred in the Constitution of this United States. If you are not with us then you are against us. A line needs to be drawn in the sand and a stand aganst Tyrany needs to be made!

Limiting Clip Capacity is a waste of time, assault = rifle. Only advantage is long range accuracy to own a rifle but the recent shootings in schools or similar mass shootings were up close. Idiots bringing a rifle in close quarters just limits their movements. All would have been simpler for killer using handguns. Say handguns are limited to 7 rounds, now say a killer carries 20 handguns= 140 shots without reloading. Numbers are always manipulated.
Many use various trigger guard connection devices to secure waepons, but trigger guard is the thinest piece of metal on a hand gun, can be cut off by a small pair of hand snips, use a safe.
Many blame mentally ill, but normal is a sliding scale. Yes better care for mentally ill is a must, our state could do a lot better. Gun sellers could do more, every time news reports show the gun dealer saying "I thought there was something wrong with that guy" Gun dealers need to pass a minimum "Reading of Psychological Clues Bar" before having gun sales license extended.
