County drops charges against Terry Barlow

KINGMAN - Mohave County has withdrawn the felony charges of sexual conduct with a minor and conspiracy to commit sexual conduct with a minor facing Terry Darger Barlow.

According to Mohave County Attorney Matt Smith, the charges were withdrawn because the defense was able to provide sufficient evidence that Barlow and the alleged victim did not at any time reside in Mohave County.

The charges were withdrawn in Judge Steven F. Conn's chambers on Monday while defense attorney Bruce Griffen of Flagstaff was present telephonically.

Conn also denied a motion to stay the jail term for Kelly Fischer pending an appeal. Fischer was convicted of sexual conduct with a minor and conspiracy to commit sexual conduct with a minor that occurred in 2000.

He was sentenced to 45 days in county jail. As part of the sentence, Fischer must complete three years probation and register as a sex offender.

Fischer is one of a group of men from Colorado City facing felony charges concerning alleged sexual abuse with minors. Both Fischer and Barlow are also supposedly members of the polygamy-supporting Fundamentalist Church of Jesus Christ of Latter Day Saints.
