'Shots fired' call leads to additional charges

KINGMAN - A shots fired call that turned into a tense standoff April 22 led to the indictment of a 65-year-old Kingman man who allegedly fired multiple rounds at a neighbor's residence before barricading himself in his own home.

About nine hours after the incident began at about 1:45 a.m., police used tear gas to force Victor Franklin Garrett outside, where he was taken into custody.

The incident in the 4600 block of Arnold Road prompted a strong response, with the Mohave County Sheriff's Office assisting Kingman Police, who called in the Bullhead City Police SWAT team. KPD also had its MRAP on-scene.

Garrett was charged with felony disorderly conduct with a weapon, but the Mohave County Grand Jury on Thursday indicted him on that charge and added three more - two felony counts of aggravated assault and unlawful discharge of a firearm.

Judge Lee Jantzen was assigned the case. Garrett will be arraigned at 1:30 p.m. Friday at the jail, where all arraignments will be held unless otherwise noted.

The grand jury also indicted:

• William Spencer Penn: Leaving the scene of an accident involving injury or death, three counts of aggravated assault and two counts of misdemeanor DUI.

Judge Billy Sipe was assigned the case.

• Cameron Edward Trimble: Two counts of aggravated DUI, possession of marijuana and possession of drug paraphernalia.

Judge Steven Conn will arraign him at 8:30 a.m. May 12.

• Daniel R. Mackenzie: Two counts of possession of drug paraphernalia.

Sipe will arraign him at 8:30 a.m. Thursday.

• Francene Sarah Fegely: Third-offense shoplifting.

Jantzen will arraign her at 8:30 a.m. May 12.

• Steven Joseph Wheeler: Theft of means of transportation and unlawful use of means of transportation.

Conn was assigned the case.

• Joshua Allen Gordon: Transportation of narcotics for sale, possession of narcotics for sale and possession of drug paraphernalia.

Conn was assigned the case.

• Jerome Lester Tappe: Possession of methamphetamine for sale, possession of narcotics for sale and misconduct involving weapons.

Conn was assigned the case.

• Summer Dawn Fuentes and Derrick Bruce Boone: Possession of methamphetamine for sale, transportation of methamphetamine for sale, possession of marijuana and possession of drug paraphernalia.

Sipe was assigned the cases.

• Nicolas Ramon Albino: Four counts of sexual conduct with a minor by domestic violence.

Sipe was assigned the case.

• Tyler David Edwards: Three counts of aggravated assault, possession of methamphetamine, two counts of possession of narcotics, two counts of possession of drug paraphernalia and resisting arrest.

Sipe was assigned the case.

• Sarah Ann Mann: Second-degree burglary, theft and three counts of second-degree trafficking in stolen property.

Jantzen will arraign her at 8:30 a.m. May 19.

• Larry Juan Lozano Jr.: Two counts of aggravated assault, armed robbery and robbery.

Jantzen was assigned the case.

• Michael Guadalupe Rivera: Robbery and aggravated assault.

Sipe will arraign him at 8:30 a.m. Thursday.

• Victoria Raynee Williams: Two counts of forgery.

Jantzen will arraign her at 8:30 a.m. May 19.
