Mental tests funded for man charged with killing 8-year-old girl

KINGMAN (AP) - The attorney for a man facing a murder charge in the death of a Bullhead City girl has been granted funding for a psychological test.

The Mohave County Superior Court approved up to $10,000 for the evaluation of 26-year-old Justin James Rector.

His court-appointed attorney, Harry Moore, says Rector suffers from some mental health issues.

Moore says the results of the test might help persuade prosecutors not to seek the death penalty in the case.

Rector has pleaded not guilty to charges of first-degree murder, kidnapping, child abuse and abandonment of a body in the death and disappearance of Isabella "Bella" Grogan-Cannella.

The 8-year-old girl's body was found partially clothed on Sept. 3, a day after she was reported missing from her Bullhead City home.
